Question

After making an Umrah, someone goes to Tâif. when he return to Makkah, is it necessary or not to put ihram and make another umra? Is Tati in the hill?

Answer

Taif does not fall within the Hill, in fact it is out of the boundaries of Meeqaat. Therefore, when one intends coming into Makkah from any place outside of the Meqaat be it from Taif or any other place outside of the Meeqaat, he will be obliged to don an Ihraam of either Umrah or Hajj (if it is Hajj season) before crossing the Meeqaat.

In the scenario where a person crosses the Meeqaat (while coming back from Taif to Makkah), without the Ihraam, he will be sinful. He will then have to return to the Meeqaat and tie his Ihraam from there. If he does not return to the Meeqaat, instead he ties his Ihraam from any place after crossing the Meeqaat and starts the rituals of Umrah, a Dam (slaughtering of an animal) will be mandatory upon him.

In conclusion, it is necessary to don Ihraam before crossing the Meeqaat; however, if one crosses it without Ihraam, he/she should return to the Meeqaat and don his/her Ihrām from there. Furthermore, if one fails to come back and starts the rituals of Umrah after donning Ihraam from somewhere else after crossing the Meeqaat, he will be obliged to slaughter an animal as a penalty.
