Question

If one uses a restroom without Istinjaa facilities and uses only tissue paper to wipe the private part, is one considered to be clean where it is sufficient to make Wudhu and perform Salaah, or should one wash with water in order for the Salaah to be valid?

Answer

In principle, it is permissible to use tissue paper after relieving oneself. Using water thereafter is Mustahab to attain complete Tahaarat. However, if the impurity (after emerging from the private part) exceeds the circumference of a Dirham, then it becomes Waajib to use water.
