Answer

As salām ʿalaikum wa raḥmatullāhī wa barakātuhu

In the Name of Allāh, the Most Gracious, the Most Merciful.

During the course of our lives, we will always encounter individuals who hold authority over us in various capacities. As children, our parents assume responsibility for us and thus wield authority over us. Consequently, we are obligated to obey them in all matters, except in cases when it brings about violation of the Islamic laws. Similarly, when we undertake any great task, it is imperative for us to appoint an Amīr who assumes leadership and authority over the others involved.

In the pursuit of unity and harmony within the Ummah, Islām emphasizes obedience to the Amīr. The Amīr holds a position of great respect and authority. He must be obeyed in all lawful matters, provided his instructions do not lead to sin or disobedience. Compliance with the Amīr ensures the efficient functioning of the state, the military, Masājid, Madāris, and even households. Conversely, rebellion and disobedience towards the Amīr leads to significant disorder and strife, impacting the lives of everyone connected to that institute.

Consider the following Aḥādīth of Nabī ﷺ, which explicitly underscore the importance of the Amīr’s role in Islām:

Translation: “Ibn ʿUmar رضي الله عنه narrates that Rasūlullāh ﷺ said, it is obligatory upon a Muslim to listen and obey (a ruler appointed over him) whether he likes it or not, unless he is ordered to do a sinful thing. If he is ordered to do a sinful act, a Muslim should neither listen to him nor should he obey his orders.”

Translation: “I urge you to fear Allah, and to listen and obey, even if (your leader) is an Abyssinian slave. After I am gone, you will see great conflict. I urge you to adhere to my Sunnah and the path of the Rightly-Guided Caliphs, and cling stubbornly to it.”

From the above we understand the importance of adhering to the decisions made by the Amīr. However, in situations where other members of authority believe that the Amīr’s opinion may cause harm or be detrimental to the institution in any way, it will be permissible to follow the majority opinion. This should be done with wisdom and respect, ensuring that it does not lead to division within the community or exacerbate larger conflicts.

And Allāh Taʿālā knows best.
