What is the best time to read Hizbul Bahr?

Hizb-ul-Bahr is not a sunnat du`aa. It is a recommended practice of some mashaayikh. Hence, it is not a du`aa that is masnoon or mustahab, so there cannot be any masnoon or mustahab time for it.
