Utterances of irtidad by an insane person

Are the utterances of irtidad by an insane person considered. Will fasakh take place of his nikaah? What happens when the insanity is self induced. Meaning he became insane due to using drug substances. Will his utterances be considered?

3. If he issued talaaq in the state of intoxication, the talaaq will take place.
