Reciting a surah and blowing in water for someone
Question
Is it permissible to ask someone to recite Surah Al-Baqarah over water when you are incapable of reciting perfectly, because you have speech impairment and cannot speak Arabic perfectly? If this person asks someone to do this for them, will they be in the 70,000 of people who will have a high status in Paradise who did not ask for ruqyah?

1. This is permissible.
