Question

Since only those in ihraam can make tawaaf on the mataaf, would it be considered deception and lying if one has to wear ihraam solely to make tawaaf on the mataaf? Is this form of loophole permissible?

Answer

Yes, it is totally permissible. This is not regarded as deception in Shariah. Each person has an equal right to perform tawaaf on the mataaf and stopping people who are not in ihraam from entering the mataaf is not permissible.

And Allah Ta'ala (الله تعالى) knows best.
