Question
Does merely inserting your penis in between buttocks make ghusl obligatory? It did not go inside the anus, just touched the outside of it.
Answer
No.
And Allah Ta'ala (الله تعالى) knows best.

( وفرض ) الغسل ( عند ) خروج ( مني ) من العضو ...
