Who is a Saahib-e-Tarteeb?

What is the shar'ee definition of a sahib-e-tarteeb?
Answer
A Saahib-e-Tarteeb is that person who has less than six qadha Salaah in total.
And Allah Ta'ala (الله تعالى) knows best.
