Khalwat se pehle talaaq me kyu aadha mahr laazim he?

Qur'an paak ki Surah Bakra ki aayat number 236 me kaha gya he ke agr shohr apni biwi ku bina haq sharah kiye talaq de to adha mahar dena hoga magar jab khalwat-e-sahiha ko parhte he to shohr biwi akele rahe. Haq-e-sharah nah huwe. Phir poora mahr dena hoga. Mera sawal ye hai ke ye difference kyon he? Me confusion me hu.

Ye shariat ka hukm he.
